PROBLEM TO BE SOLVED: To provide a defect-free and highly reliable EL element by preventing an electrode layer from being peeled off or broken by the addition of a sol gel dielectric layer in the EL element in which the surface flatness of a thick- film ceramics dielectric layer is assured by the sol gel dielectric layer. SOLUTION: In this method of manufacturing a combined substrate, after a plurality of electrodes 3 and dielectric layers 10 and 11 are formed on a substrate 1, a part of the uppermost dielectric layer 10 is removed by blasting.
