PURPOSE: A format converter with a variable structure and a format conversion method of the format converter are provided to variably design the structure of the format converter to reduce the quantity of hardware required for the format converter. CONSTITUTION: A mode generator(40) receives format information of an input image and format information of an output image and determines a construction of format conversion from the information to generate a signal for controlling flow of required data. A clock generator(50) generates clocks required for vertical format conversion and horizontal format conversion and a clock for controlling a memory(130) using the information provided by the mode generator. A vertical format converter(60) converts vertical resolution of the input image. A horizontal format converter(70) converts horizontal resolution of the input image. A plurality of multiplexers(80,80',80") select video data required for the vertical and horizontal format converters using the signal generated by the mode generator. A write controller(110) controls an operation of writing the results of the vertical and horizontal format converters in the memory. A read controller(120) reads video data required for format conversion in the vertical and horizontal format converters from the memory to apply the video data to the format converters.
