PROBLEM TO BE SOLVED: To provide a composite semipermeable membrane for waste water treatment the permeable flow rate of which stably varies with time and is large, and a waste water treatment method using the membrane. SOLUTION: In the composite semipermeable membrane comprising a crosslinked polyamide layer with a separation function formed on a porous supporting membrane and with a crosslinked polymer covering the surface thereof, the composite semipermeable membrane is characterized by forming covalent bonds between the crosslinked polymer and the surface of the cross- linked polyamide layer with the separation function.
