PROBLEM TO BE SOLVED: To solve the problem that as excess materials (loss of selvages) formed while a plastic film is molded by an inflation process and a T-die process are melted and granulated by means of an extruder and a kneader to manufacture recycled pellets, running cost runs up and compounding ratio for blending them into virgin pellets for bulking and modification is low. SOLUTION: A narrowing member 3 provided with a tapered face 3a for narrowing a distance between the loss of the selvages of both ends of the film discharged from a film molding apparatus, a pair of press rolls on the peripheral faces of which horizontal channels 6a for pressing the narrowed loss of the selvages together to stick them under pressure into a stuck tape-like shape are engraved, a pair of pinch rolls 8 on the peripheral face of one of which a spiral channel 8a for straightly advancing the contact-bonded loss of the selvages is provided, and a rotating blade 9 and a movable blade 10 provided opposite for grinding the carried stuck tape-like loss of the selvages, are provided to manufacture the recycled pellets by non-heating processing.
