PROBLEM TO BE SOLVED: To provide a method and an apparatus for manufacturing a dehydrated sheet capable of stably ultrasonic welding for a long time. SOLUTION: The method for manufacturing the dehydrated sheet comprises a laminate forming step of forming a laminate in which a high osmotic pressure layer is interposed between a pair of films of at least one being a water permeable film, and a welding step of sealing parts to be sealed of the laminate by welding. In the welding step, an ultrasonic welder having an ultrasonic oscillator for generating an ultrasonic wave, a horn for emitting the wave generated from the oscillator to the parts to be sealed of the laminate, and a horn receiving jig disposed oppositely to the horn is used, the parts to be sealed of the laminate are welded in a state in which an interval of the horn and the jig is regulated to 5 to 90% of a total sum of the thicknesses of the pair of the films.
