PROBLEM TO BE SOLVED: To easily adapt the eyes of driver of moving body to brightness change. SOLUTION: Dazzling light generating position and dazzling light generating time in the future are presumed and pattern Af[i<SB>n</SB>][j<SB>m</SB>] of prediction attenuation factor in the future of an optical object 10 is found from the dazzling light generating position and the time and pattern Ap[i<SB>n</SB>][j<SB>m</SB>] of present attenuation factor in the present of the optical object 10 is also found from the brightness of the outside world obtained by a light receiving means 14. Weighted function wf(t), wp(t) concerning the pattern of prediction attenuation and the pattern of present attenuation factor are found based on the dazzling light generating time obtained by prediction part of the future brightness. The light attenuation factor A[i<SB>n</SB>][j<SB>m</SB>] in the optical object 10 is set based on the found Af[i<SB>n</SB>][j<SB>m</SB>], Ap[i<SB>n</SB>][j<SB>m</SB>], wf(t) and wp(t).
