PURPOSE: An EDMS(Electronic Document Management System) for verifying forgery/alteration and a method using the same are provided to verify that an image file stored in a storing medium of the EDMS is same as an original document even if a paper of the original document is scrapped. CONSTITUTION: A scan station(100) is equipped with a personal certificate, an image device, and a control computer controlling the image device. A licensed certification authority server(200) issues the personal certificate and a server certificate. An EDMS server(300) is equipped with the server certificate, a WORM(Write Once Read Many) disk(320), and a rewritable storing medium(310). If the image file including an electronic signature is transmitted to the EDMS server, the EDMS server additionally generates an electronic signature value by using a server signature value. The electronic signature value is stored in the WORM disk and the image file is stored in the rewritable storing medium. The forgery/alteration is judged by using a server electronic signature value stored in the WORM disk and the image file including a personal electronic signature value.
