PURPOSE: A device for automatic recognition of vehicle registration number, a device for automatic charge calculation on toll road, and a device for detecting violation of speed limit are provided to operate a toll gate without a man and prevent a car theft by using a data transmitting/receiving unit for toll gate, a data transmitting/receiving unit for car, and a portable data card. CONSTITUTION: A unit for gate(100) includes an infrared sensor unit(101), a data transmitting and receiving unit for car(102), a portable card(103), a data transmitting and receiving unit for gate(104), and a LAN(local area network) card. A data record and transmission unit(110) includes a dedicated computer(111), a LAN card(112), a high speed modem for dedicated use of data(113), a dedicated line(114), a PC monitor(115), a key board(116), and a central computer(117). An auto record unit(120) includes a control unit(121), a CCTV(closed circuit television) camera(122), an auto VCR(video cassette recorder)(123), a VDA(video distributor amplifier)(124), and a camera monitor(125).
