PURPOSE: A method of manufacturing a sheet for a waterproof construction work and an apparatus thereof are respectively provided to prevent a variation of the sheet by removing variations of an extension rate and an expansion coefficient. CONSTITUTION: A method of manufacturing a sheet for a waterproof construction work includes the first step of mixing polyethylene of 80-85weight% and acetic acid of 15-20weight% and melting the mixed materials to produce the first film(S10). In the second step, the first film and the first nonwoven fabric are combined to produce the first combination material(S20). In the third step, the polyethylene of 80-85weight% and the acetic acid of 15-20weight% are mixed to produce the second film(S30). In the fourth step, the second film and the second nonwoven fabric are combined to produce the second combination material(S40). In the fifth step, the first and second combination materials and a glass fiber are combined to produce the sheet(S50).
