<P>PROBLEM TO BE SOLVED: To optimize a modulation system determined on the basis of a power value to be reported to a base station device by improving the reliability of the power value. <P>SOLUTION: In the base station device, an uplink Doppler shift estimation part 104 estimates the Doppler shift quantity of a received signal, an uplink filter coefficient determination part 108 determines a filter coefficient from the Doppler shift quantity, and a control signal generation part 109 generates a control signal presenting the filter coefficient and transmits the control signal to the communication terminal device.
