PROBLEM TO BE SOLVED: To realize a device having a light emitting means such as a portable telephone the presence of which can be easily recognized by person even in darkness such as room interior or road in nighttime, dark room or underground room. SOLUTION: In such a device having a light emitting means as a portable telephone 1 having a light emitting diode 6 for notification of an incoming call, a light-storage type luminous film 9 is formed to the light emitting diode 6 itself or on the surface of a glass 8 which emits light by the diode light.
