PROBLEM TO BE SOLVED: To provide an electronic watermark inserting method, an electronic a watermark inserting apparatus, an electronic watermark inserting program, and a program storage medium for storing the electronic watermark inserting program. SOLUTION: The electronic watermark inserting apparatus provided with an watermark extracting means for extracting attached information from digital data to which the attached information is inserted and separating the attached information from the digital data is provided with: a coordinate conversion means 30 for converting spatial coordinates of the digital data; a quantization means 31 for applying quantization processing to the digital data; a watermark inserting means 33 for converting the digital data subjected to quantization processing to insert the attached information to the digital data; a coefficient conversion table generating means 32 for providing a coefficient conversion table to the watermark inserting means 33; and an inverse quantization means 34 for receiving an output of the watermark inserting means 33 to perform inverse quantization processing conversion.
