PROBLEM TO BE SOLVED: To solve the problem that the lead intervals are uneven at a lead section 2, the quality is not stabilized after work, and also productivity is low due to conventional manual work. SOLUTION: A package 1 is attracted to a support rest 7 for driving a mechanism section 6, a lead interval correction mechanism 8 is advanced, and a lead interval correction cylinder 9a is allowed to advance and retreat, thus correcting a lead section 2 with even intervals. Then, conveyance to a position 17a is automatically made by hand 5, and a cylinder 13 is driven for lowering a die 14. When the die 14 comes into contact with the package 1, a lower die 15 descends, the load applied to work is reduced, and formation is made in the shape of 17a. Then, conveyance to a position 18a is automatically made by hand 5, and the cylinder 13 is driven for lowering the die 14. When the die 14 comes into contact with the package 1, the lower die 15 descends, the load applied to the work is reduced, forming and cutting is made in the shape 18a, and cut scraps are discharged.
