<P>PROBLEM TO BE SOLVED: To provide a mobile object communication system and a mobile object radio terminal capable of guaranteeing communication quality even outside the area of a base station and improving utilization efficiency of the mobile object radio terminal. <P>SOLUTION: In the case that a terminal 3 positioned outside the area A of the base station 1 is to communicate with the base station 1, signals of a downlink having information indicating that it is outside the area of the base station 1 are transmitted from the terminal 3 to the terminal 2. The terminal 2 located inside the area A of the base station 1 generates the signals of an uplink including power control signals at the time of changing to a value worse than the value of actual SIR on the basis of the signals of the downlink from the terminal 3 and transmits them to the base station 1. The base station 1 which receives the signals of the uplink increases transmission power on the basis of the received power control signals and enlarges the area from A to an area C including the terminal 3.
