<p><P>PROBLEM TO BE SOLVED: To solve the problem wherein there are useless records or network transmissions in recording/transmitting MPEG2 streams. <P>SOLUTION: When an MPEG encoder 101 starts recording/transmitting an MPEG2 stream with encoded analog video signals from a halfway point, a system header detector 102 detects a system header existing in a top pack of GOP, and hence the encoder 101 detects the head of GOP. At a timing based on the detection results, an image recorder 103/network transmitter 105 starts recording/transmitting the MPEG2 stream.
