<p><P>PROBLEM TO BE SOLVED: To appropriately distribute clients to gateways to be used for a connection with an external network. <P>SOLUTION: A server assigns the respective gateways in order to the respective clients to distribute loads applied to the gateways (S1-S9). When a user extension request is received from a client A using a GW1 after a fault occurs in the GW1 (S11 and S12), the server assigns an available GW2 (S13). At such a time, a lease period is set shorter than a basic lease period.
