PROBLEM TO BE SOLVED: To provide a monitoring system which can correctly monitor the situation of an object person, can be utilized without being aware of the monitoring system at all by the object person and monitors a failure of an electric appliance and its use method. SOLUTION: A terminal unit is connected to a power line between an automatic meter reader and individual electric appliances. The terminal unit is provided with an ID setting part that can set an ID number, and transmits the use state of the electric appliance and an ID number to the automatic meter reader through the power line.
