<P>PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit, program recording reproducing apparatus, a program recording reproducing system and a program recording reproducing method which can easily retrieve a stored program and grasp accurately program contents. <P>SOLUTION: The program recording reproducing apparatus 3 is provided with receiving means 11, 12, 14, a recording means 16, a graphic forming means 18, a control means 21 and a decoding means 17. The receiving means receives in-program information which indicates a program containing a plurality of sections and information about the sections associated with an elapsed time from program start, and outputs a data stream. The recording means records the data stream. The graphic forming means forms a program guide image introducing the section on the basis of the in-program information. The control means retrieves and reads the data stream of any section from the recording means by using the in-program information.
