PROBLEM TO BE SOLVED: To provide a PDP with low power consumption by reducing an electrostatic capacity while using a normally used front substrate. SOLUTION: This PDP comprises a front plate 10 and a rear plate 20 opposed to each other. The front plate 10 comprises multiple pairs of display electrodes 13 formed of sustain electrodes 13a and scan electrodes 13b in pairs, a first dielectric layer 12 having a specific inductive capacity smaller than that of the front substrate 11 and formed in the specified area of the front substrate 11, a second dielectric layer 14 formed so as to cover multiple pairs of display electrodes 13, and a protective layer 15 formed so as to cover the second dielectric layer 14.
