PROBLEM TO BE SOLVED: To develop an efficient and highly reliable new system by automatically forming a new program for maintaining processing order executed by an existing program because of being usable to accurately reuse the function accompanying execution order mounted on the existing program, that is, design information extending over a plurality of data items only by extracting the design information with the data item as the center from the existing program. SOLUTION: The existing program is inputted (201). The design information paying attention to data in the existing program is extracted together with information in a processing procedure (203). Next, the design information on the related other data is extracted (205). Processing block related information for expressing processing execution order in the program is extracted (206). The new program constituted of only the design information required for the new system, and succeeding processing order of the existing program is automatically formed from the information (207).
