<P>PROBLEM TO BE SOLVED: To provide a moving object detecting method and a moving object detecting device capable of detecting a moving object (vehicle, etc.), with accuracy even at night or the like with a small quantity of light. <P>SOLUTION: A detection area is photographed in a first time interval, and a photographed image is obtained and stored. The photographed image is composed of a plurality of regions, and each of the regions has brightness data of the each region. A part where the area of a group of regions with brightness that is prescribed brightness or more in the photographed image is detected to be a moving object. In other words, a photographed binarized image (i) obtained by dividing each region of the photographed image (i) at a point of time (i) into two types of regions: one region has the prescribed brightness or more and the other region has brightness being less than the prescribed brightness is calculated. A moving object image (i) corresponding to the point of time (i) is calculated on the basis of the calculated, photographed and binarized image (i) and the photographed image (i).
