<P>PROBLEM TO BE SOLVED: To prevent the misjudgment of motor locking due to a rush current when motor driving is started, and to shorten response delay as much as possible. <P>SOLUTION: When motor current is detected and detection current becomes a motor current presence judgement value Ia or higher, the counting of mask time Tm is started, and a motor locking state is not judged within the mask time. Since it is not necessary to set mask time by considering the difference of the environment of on-delay time, until a relay for supplying driving current to a motor is turned on, mask time can be shortened.
