PROBLEM TO BE SOLVED: To perform resetting without time and labor when setting is changed in the case of TA (terminal adapter) reset and TA exchange, etc., and communication is made to be impossible when communication is performed in response to call originating from a center device through the use of an originating number report function. SOLUTION: A terminal network controller detects a signal transmitted from TA and determines whether it is a pre-ringer signal or not. When the setting of TA is changed, the pre-ringer signal is not transmitted so that a setting command is outputted from the terminal network controller to TA. When TA is reset, resetting is performed in TA. When TA is exchanged, resetting is not performed.
