PROBLEM TO BE SOLVED: To provide an image conversion apparatus and an image conversion method for making a terminal display an image with a proper longitudinal and lateral size and optimum image quality. SOLUTION: An APP server 200 converts an original BMP image into a GIF image (compression processing) because a data capacity is limited by the communication standard or the like. When the capacity of image data after compression exceeds an upper limit data capacity, the number of colors in the compression processing to be performed again (color reduction processing) is decided using the number of colors - compression rate pattern graph, and the compression processing is applied to the image data again according to the setting of the number of colors. When the capacity of the image data after the compression processing falls within the upper limit data capacity, a WWW server 100 transmits the image data after the compression to a mobile phone 300.
