PROBLEM TO BE SOLVED: To improve a transfer throughput and to reduce a transfer delay by reducing capsuling level between gateway devices in the destination of an access server connection without damaging a function for an access server to select the network of the connection destination on the basis of the transmission information of a user terminal. SOLUTION: The access server and a gateway device (102) in the network of the connection destination can be connected by PPPoE and a cache table (900) is provide for making the MAC address of the gateway device in the network of the connection destination corresponding to the identification information of the network of the connection destination to reduce packet tunneling processing between both the devices.
