PROBLEM TO BE SOLVED: To provide a cold-cathode fluorescent lamp having an improved light keeping rate by increasing the longitudinal effective light-emitting length in a tubular bulb provided with an aperture part of a light projecting opening and to provide its lighting system. SOLUTION: This cold-cathode fluorescent lamp and this lighting system are characterized by enclosing at least one kind of argon, krypton, xenon and neon, and mercury in it and closing both its end, by forming the tubular bulb 2 provided with a phosphor coat 3 on its inside surface, and by disposing outside electrodes 4 on the outside surfaces at both ends of the tubular bulb 2.
