PROBLEM TO BE SOLVED: To sharply reduce a cost and manhours required for rewriting storage information for an on-vehicle terminal. SOLUTION: This on-vehicle terminal 2 starts a wake-up timer according to an end of user business of a business vehicle, and stops power supply to a main power line. The on-vehicle terminal 2 resumes the power source supply to the main power line when the wake-up timer times up thereafter, and transmits a wake-up operation informing message to a host terminal 7 of an operation control center 3, and rewrites a program when the application program is transferred from the operation control center 3 side according to this message.
