PROBLEM TO BE SOLVED: To improve estimating accuracy of the residual capacity of a secondary battery. SOLUTION: Corresponding to a battery electromotive force Veq from an electromotive force calculating part 105, an electric current integrating factor correcting part 109 calculates correcting amount against the current integrating factor k, and by charging efficiency calculating part 110 and based on the electric current integrating factor k calculated by charging efficiencyηand the correcting amountαbased on the currently estimated residual capacity, the calculating part 112 estimates the residual capacity SOC by the electric current integration.
