PROBLEM TO BE SOLVED: To provide sheets for shielding electromagnetic wave which are used for wall surfaces, glass surfaces or resin panels of public facilities, halls, hospitals, schools, company buildings, houses and the like which need the electromagnetic wave shield or for displays or the like of devices generating electromagnetic wave, and to provide their manufacturing method. SOLUTION: The sheet 101 for shielding electromagnetic wave has a substrate 1, a resin layer 2, and conductive layers 4. The conductive layers 4 are placed in concave parts 3 formed in the resin layer 2. Its manufacturing method has a step for forming the concave parts 3 by pressing a forming member having specified patterns against an ionizing-radiation-hardening resin layer 2 provided on the substrate 1, and forming the concave parts 3 by irradiating the resin with ionizing radiation; a step for forming conductive layers in the concave parts 3 by applying conductive coating to the resin layer 2 in which concave parts 3 are formed, and removing the conductive coating of the parts other than the concave parts 3; or a step for applying catalytic coating for electroless plating to the resin layer 2 in which the concave parts 3 are formed, then removing the catalytic coating of the parts other than the concave parts 3, leaving the catalytic coating in the concave parts 3, and forming conductive layers in the concave parts 3 by electroless plating.
