PROBLEM TO BE SOLVED: To provide a receipt issuing device and a receipt reader with which additional information obtained from a POS system can be utilized at low cost in inventory management in a house. SOLUTION: The receipt issuing device is provided with an inputting means for inputting sales information specifying sold merchandise and the sales price of the merchandise, an electronic watermark encoding means for encoding information specific to the sold merchandise into electronic watermark data, and an issuing means for a receipt on which the sales information is printed and the electronic watermark data encoded by the electronic watermark encoding means is printed so as to overlap on the printed sales information.
