PROBLEM TO BE SOLVED: To efficiently conduct phase compensation of incoming radio waves so as to improve the transmitting/receiving efficiency of the radio waves, using a radio wave condenser/deflector for converging the radio waves and deflecting the incoming radio waves. SOLUTION: The radio wave condenser/deflector 2 has a dielectric body 23, having sub-zones Z<SB>4n-3</SB>(n is a natural number 6 or less) for transmitting radio waves at the same phase as that of radio waves passing by a specified reference position, sub-zones Z<SB>4n-2</SB>for shifting the phase of the radio waves transmitting therethrough, using a dielectric having a different from that of a dielectric at the specified reference position, and sub-zones Z<SB>4n-1</SB>for shifting radio waves transmitting theretrough, using a conductive thin film.
