PROBLEM TO BE SOLVED: To provide a method of preventing an electric double-layer capacitor from deteriorating its characteristics due to carbon dioxide generated by decomposition of an electrolytic solution, wherein a laminate composed of a polarizable electrode, a collector, and a separator is rolled into a capacitor element, the capacitor element is impregnated with an electrolytic solution, and the capacitor element impregnated with an electrolytic solution is sealed up in a metal case for the formation of the electric double layer capacitor. SOLUTION: A carbon dioxide absorbing layer, whose main component is a lithium hydroxide, is provided inside a metal case. A lithium hydroxide reacts on a carbon dioxide to generate carbonate, so that carbon dioxide generated inside an electric double layer capacitor in use is absorbed quickly. When the carbon dioxide absorbing layer is used together with an adsorbent, such as activated carbon or zeolite, the effect of the carbon dioxide absorbing layer can be enhanced.
