PROBLEM TO BE SOLVED: To provide a forming die for forming a cylindrical electrode with high durability (long life), high safety, and to provide a forming method for forming at a low cost. SOLUTION: This forming die has a ceramic forming die 15 whose inner peripheral surface is concentrically formed; a central pestle coaxially fit to a concentric region of the forming die 15; a lower pestle slidably fit to the central pestle and slidable to the forming die inner peripheral surface; and an upper pestle slidably fit to the central pestle and the forming die inner peripheral surface.
