PROBLEM TO BE SOLVED: To provide a monitor report system by which a configuration is simplified in required equipment at every user, a monitor report is conducted not only at home but in a place where the user has visited and also a reference value for deciding the normality/abnormality of a health condition in the user is easily set or changed and also to provide a monitor and a program. SOLUTION: The system is provided with a health condition detecting sensor 1 for detecting the health condition of the user, a portable terminal 2 and the monitor 3 which is connected via a communication network 4 to monitor the health condition of the user from a remote place. The system also includes a report part 13 for reporting an effect that the health condition of the user is abnormal and the location of the user to the desired institutions concerned based on position data when a monitor part 12 decides that detection data is not within the range of a permission reference value.
