PROBLEM TO BE SOLVED: To configure a system for improving communication between a switched network and a packet network. SOLUTION: A signal is converted from a first protocol to a second protocol, or from the second protocol to the first protocol by using a signal gateway. Multi-media are converted from the first format to the second format, or from the second format to the first format by using at least one media gateway. In addition, a session router for selecting at least one multi-media transmission path is used for the destination of transmission designated by a switched network.
