PROBLEM TO BE SOLVED: To provide a mobile communication system capable of executing a reconfiguration procedure within a range where the minimum service quality is assured even when a requested resource cannot completely be reserved in a procedure of revising characteristics in a wireless base station control station and a wireless link. SOLUTION: When a user adds a service or revises the quality of a service by using a reconfiguration control section 21a provided on a wireless base station control station 21 and a base station 31 and the quality of service requested by a switch station 10 is not satisfied, the service requested by the user executes with a resource to be reserved. Further, before the user adds the service or revises the quality of service, the base station 31 informs the wireless base station control station 21 about information of a resource assured by the base station and a transmission rate supported by the base station 31 between the base station 31 and the wireless base station control station 21.
