PROBLEM TO BE SOLVED: To provide a concrete block which is formed of a recycled waste tire and has such a good appearance that recycling of the waste tire cannot be recognized from the outward appearance, and to provide a method for using the concrete block which can construct a slope surface and a retaining wall being excellent in design. SOLUTION: The waste tire 1 is cut and divided along a first virtual plane 3a inclusive of an axis 2, and concrete is placed in a space enclosed by second and third virtual planes 3c, 3d which make contact with side wall portions 11, 12, respectively, and are in parallel with a tire equatorial plane 4a, and curved surfaces of a tire tread portion 13 of the divided waste tire 10, to thereby form the concrete block. To use the concrete block thus formed, a finish surface 31 is faced to a wall front surface B to be constructed, and the side wall portions 11, 12 are faced upward and downward, followed by aligning the concrete blocks such that the tire tread portions 13 are abutted on each other.
