<P>PROBLEM TO BE SOLVED: To provide a manufacturing method for a rotating shaft seal, in which seal element using polytetrafluoroethylene as its main ingredient is bonded to a metal case with high adhesive strength, capable of being manufactured highly efficiently and in a short time with a small number of processes and easy management of each process and simple manufacturing equipment. <P>SOLUTION: Fluororesin having a hydroxyl group in molecules is inserted in between the seal element 3 using the polytetrafluoroethylene as its main ingredient and the metal case 2, and an loaded object 20 is heated and compressed.
