PROBLEM TO BE SOLVED: To easily cope with changes in parallelism when a plurality of flat substrates are arranged in adjacent to and in parallel with each other with a desired heating effect achieved across the whole of the flat substrates. SOLUTION: In a floor heating panel, wherein an inlet/outlet section 3 for heat medium flow tubes 2 accommodated in a rectangular flat substrates 1 is positioned adjacent to a cutout 4 at a corner of the substrate 1, the tubes 2 constituting the section 3 are so arranged that some lie along the length of one of the sides of the substrate 1 precisely or roughly, while others cross some others at right or nearly right angles.
