PROBLEM TO BE SOLVED: To provide a silver halide photographic emulsion in which lowering of sensitivity and deterioration of image quality due to natural radiation are suppressed and to provide a silver halide photographic sensitive material. SOLUTION: In the silver halide photographic emulsion, 70-100% of the total projected area of all grains is occupied by tabular silver halide grains having an average aspect ratio of 8-500 and 10-160Åaverage distance between twin faces, and when the average silver iodide content of the outermost surface layers of the tabular silver halide grains in the principal plane parts is represented by I<SB>1</SB>and that in the lateral face parts by I<SB>2</SB>, tabular silver halide grains that satisfy I<SB>1</SB>>I<SB>2</SB>occupy 50-100% (by number).
