PROBLEM TO BE SOLVED: To provide a structure for a rotor and a vane of a rotary vane type steering engine capable of performing turning by a lathe for an outer peripheral surface of the rotor, shortening machining time without requiring a polishing work and performing machining by a general machine tool. SOLUTION: This structure has the rotor 11 mounted on a rudder shaft, a housing 1 forming a space for an oil chamber around the rotor 11, and a cover 3 arranged on an upper part of the housing 1. A plurality of vanes 12 are arranged at equal intervals on the outer peripheral surface of the rotor 11. Segments 6 are arranged at equal intervals on an inner peripheral surface of the housing 1. A slot 11b is provided along an axial direction on the outer peripheral surface of the rotor 11. Base parts 12a of the vanes 12 are inserted/ fitted into the slot 11b of the rotor 11. The vanes 12 are provided with a proper number of bolt holes 12g passing from distal end surfaces to base part bottom surfaces. The vanes 12 are fixed to the rotor 11 by inserting the bolts 13 into the bolt holes 12g and screwing and fitting the bolts 13 into a tap screw 11d punched on a bottom surface of the slot 11b of the rotor 11.
