PROBLEM TO BE SOLVED: To provide a manufacturing method of a semi-rigid polyurethane foam which discoloration of a surface skin and a deterioration phenomenon are sharply improved by lowering an amine catalyst concentration in a urethane foam and productivity is increased. SOLUTION: In the manufacturing method of the semi-rigid urethane foam comprising reacting a polyisocyanate, a polyol, water, and the other auxiliary, 5-80 parts by mass of a polyether polyol having a hydroxyl number of 24-55 mgKOH/g which are obtained from a compound represented by the formula (A): HO-(C<SB>n</SB>H<SB>2n</SB>-N(R<SP>1</SP>))<SB>m</SB>-C<SB>n</SB>H<SB>2n</SB>-OH (wherein R<SP>1</SP>is a 1-3C lower alkyl group or alkenyl group, n is an integer of 3-10, and m is an integer of 3-5) as a base material, are used in 100 parts by mass of the sum total of the above-mentioned polyol.
