PROBLEM TO BE SOLVED: To provide a cement admixture for obtaining concrete in which the amount of clinker to be blended can be reduced, and which has a reduced heating value of hydration, and is hard to be neutralized, to provide a cement composition, and to provide cement concrete thereof. SOLUTION: The cement admixture contains crystallized slag obtained by subjecting granulated blastfurnace slag to heat treatment, and crystallizing the slag, and essentially consisting of melilite. In the cement admixture, the Blaine specific surface area of the crystallized slag is≥3,000 cm<SP>2</SP>and/or a glass content is≤30%. In the cement admixture, sulfur eluted from the crystallized slag substantially consists of sulfuric ions, and the elution quantity thereof is≥100 mg/L expressed in terms of sulfur.
