PROBLEM TO BE SOLVED: To obtain a speech data processor which decrease a circuit scale when a device which encodes and decodes speech data at different sampling frequencies for input and output is constituted as hardware and enables high- speed processing when as software. SOLUTION: When encoded speech data of Fs=32 kHz are obtained by encoding input speech data of 16 kHz in sampling frequency Fs/2, a zero insertion part 1 inserts one piece of zero data between samples of input speech data to convert the sampling frequency to 32 kHz. The frequency-converted data include an alias component of≥16/2 kHz, but are inputted to a subband analytic filter bank 2 as they are and divided into a plurality of band signals. Then a band-limiting part 3 removes frequency components of≥8 kHz among the plurality of band signals and then an encoding part 4 performs compression and encoding, thereby obtaining encoded speech data of 32 kHz.
