PROBLEM TO BE SOLVED: To prevent a decline in a braking force or clutch force due to abnormal generation of heat to maintain stable actuation in a brake or a clutch adjusting the number of rotation by press contacting a friction member to a drum or disc. SOLUTION: Inside of the drum 22, a pipeline 26 of a cooling medium is disposed circularly along the circumferential face of the drum, and inside of a rotating shaft 25, pipe lines 27a, 27b for allowing the cooling medium to flow into and out of the pipe line 26. A circulation device 28 provided with pressurizing/feeding means and cooling means of the cooling medium is provided externally, and the pipelines 27a, 27b inside of the rotating shaft 25 and pipelines 30a, 30b of the circulation device 28 are connected via a rotary joint 32.
