PROBLEM TO BE SOLVED: To provide a device and method for forming a color image which actuate a plurality of image forming parts in a short time, while suppressing beam irradiation to a photoreceptor, when actuating the plurality of image forming parts forming the color image by a plurality of beams, and also to provide its program and storage medium. SOLUTION: A rotational speed of a polygonal mirror 203ck is calculated based on a detection timing of a laser beam detected with a BD sensor 204k provided in an image forming part for black (K).
