PROBLEM TO BE SOLVED: To keep an over discharge state for a long period, and to acquire the data for grasping a service life of a secondary battery cell in an over discharge area. SOLUTION: In this secondary battery over discharge test device for testing the service life of the cell in the over discharge area by keeping the over discharge state of the secondary battery cells 2-1-2-n, volume resistances Vr1-Vrn and the fixed resistance R1-Rn are connected to a DC power source 1 in series through a back-flow preventing element D, the voltage of the DC power source 1 is adjusted so that the both end voltage of the fixed resistors R1-Rn becomes the predetermined voltage when the volume resistances Vr1-Vrn are 0, the secondary battery cells 2-1-2-n are connected to the fixed resistances R1-Rn in parallel, and the volume resistances Vr1-Vrn are adjusted by making the predetermined voltage 1 V, whereby the secondary battery cells 2-1-2-n can be kept in an arbitrary over discharge state of 1 V or less.
