PROBLEM TO BE SOLVED: To provide an ice thermal storage device eliminating a flow regulating valve, reducing pressure loss and power, and enhancing responsiveness. SOLUTION: When a brine pump 3c is operated in a state where a refrigerator is stopped, brine flowing within a thermal storage coil 2a is cooled to 0°C with ice on the outer circumferential surface of the thermal storage coil 2a, the cooled brine reaches brine supply piping 3a, and a heat exchanger tube 4a of a heat exchanger 4. The cooled brine inside the heat exchanger tube 4a conducts heat exchange with temperature raised cooling water inside the heat exchanger tube 4a, and thereby, the temperature of the brine is raised and cooling water is cooled. The temperature of the cooling water flowing through cooling water supply piping 5a is detected with a temperature sensor 5d, and based on the detected results with the temperature sensor 5d, a control device 7 inverter-controls an air pump 2c. As a result, the amount of air supplied with the air pump 2c is varied, and the bubbling amount for bubbling water inside an ice thermal storage bath 2 is adjusted to control capacity.
