PROBLEM TO BE SOLVED: To efficiently obtain ice in which little amount of solvent is contained. SOLUTION: Dissolved air in water having absorbed the solvent is removed by a degassing device 96 and the generation of air bubbles becoming a cause taking in the solvent when the water having absorbed the solvent is frozen by a freezer 21 is suppressed. Therefore, clean ice is obtained because air bubbles (the solvent is take in air bubbles) are not contained in ice frozen by the freezer 21. Separation efficiency can be enhanced by separating unfrozen concentrated water and ice. Further, the concentration of the solvent in the concentrated water separated from ice becomes high and concentrated water containing the solvent in a high concentration can be also used as a washing agent, fuel and a coating solution applied to a planographic printing plate.
