PROBLEM TO BE SOLVED: To prevent the use of a fraudulent prepaid card when the communication is impossible and to control the damage to a game hall to the minimum. SOLUTION: The game system comprises a recording medium management device for determining whether a first game recording medium can be used or not, and a recording medium processing device with a first game use processing means for executing a first game use process for using a game value specified by the first game recording medium in a game and a communication condition confirming means for confirming whether the recording medium processing device is in the condition when the communication with the recording medium management device is possible or in the condition when the communication with the recording medium management device is impossible. When it is confirmed that the communication is impossible, the recording medium processing device permits the use of the remaining game value for the first game use process if the first game recording medium received in the condition when the communication is possible before the communication becomes impossible, the first game recording medium determined to be used in the determination process is being received, and the game value remains.
